project focus and objectives
The project aims to strengthen the social partners capacity from Romania and Slovakia to deal with the changing skill demands in the context of the transformation of work that accelerated with the COVID crisis.
With a low rate of participation of employees in lifelong learning (LLL) and a relatively weak capacity of social partners, currently, both Romania and Slovakia have limited instruments to support a fair transition in the world of work. With the pandemic, their limited resources were shifted from strategic projects towards direct response measures (e.g., short-time work, economic recovery grants, etc.). With the view to ensure the sustainability of their efforts, Concordia and NUE aim to use some of the insights in the WorkTransitionCEE project and build a more coherent practice concerning LLL.
Main objectives:
To ensure the employers and employees in SK and RO keep the pace with the accelerated transformation of the world of work in the context of COVID-19 pandemics and build capacity to further deal with skills development challenges
To better understand the barriers and triggers of employees in relation to LLL
To understand in a systemic manner the national frameworks where employees and employers operate
To better understand the needs of employees/employers in terms of skills in the context of digitalization
To start building solutions for improving LLL in RO and SK, developing new educational pathway, including for micro credentials
To improve the social partners' capacity on lifelong learning processes by learning from more experienced employers’ organizations – Ireland and Austria
To improve Romanian and Slovakian social partners’ capacity to participate in European-level social dialogue processes with the view to existing initiatives and targets.

Institutional frameworks of lifelong learning in the Slovak Republic
The world of work is facing profound changes caused by the digital transformation of society. Automation and Industry 4.0 are gradually transforming traditional production processes into more modern and intelligent ones, bringing opportunities and risks for businesses and their workers. Therefore, employers associated with the National Union of Employers (NUE) have joined forces with social partners from Romania and other international organizations. As part of the international project "Challenges from the time of the pandemic: lifelong learning in Slovakia and Romania," - AdultLearningROSK helps businesses and their employees learn from the pandemic experience and thus better prepare for the future.
The National Union of Employers is seeking proposals for a research project aimed at understanding why adult workers are reluctant to build new skills and change jobs, despite the high likelihood of transition before retirement. The project will focus on vulnerable jobs and sectors impacted by COVID-19, with a special emphasis on women in the banking sector and HORECA. The project objective is to identify barriers and triggers of lifelong learning and develop human-centered solutions. The project includes survey data collection and desk research, and deliverables include a work plan, evidence gathered through the survey, an overview report on institutional frameworks, and an executive summary with recommendations. Relevant methodology proposals are encouraged. Concordia will manage communication between the selected data collection entity and member organizations.

The kick-off of the AdultLearningROSK project - international cooperation of employers and universities in Slovakia and Romania will take place on January 19, 2023. The initial meeting of the project partners aims to present the project and discuss it with the most important stakeholders in the field of adult education.
